Title: Does dirty water splashing on the body or clothes break the wudhu?

Question

Salam.

I was visiting the Middle East for a few months and found that the traditional water containers (aka gardening watering cans) with the thin spout were replaced by a pipe that open spewed water at high pressure.  Along with wasting water, the other main disadvantage of this water pipe was that the water pressure often caused splashes of both good water and dirty water (pee and poop) on clothes, floor, and walls.  This in my opinion negated the vudu that the user did later for purification for prayer.

Will Allah forgive this transgression on part of the engineers, the building managements, and users as Allah has given Muslims brains that in this case all forgot to use? Splash of dirtiness was a major sin that my grandmothers warned me against causing.

I feel that this question is important as according to hadith, cleanliness is half of faith.  Thank you for ansering this question.

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

We agree with your sentiments. Shari'ah has placed a lot of emphasis on cleanliness and purity. Rasulullah (sallallahu alayhi wasallam) has said:

الطُّهُورُ شَطْرُ الْإِيمَانِ وَالْحَمْدُ لِلَّهِ تَمْلَأُ الْمِيزَانَ، وَسُبْحَانَ اللهِ وَالْحَمْدُ لِلَّهِ تَمْلَآَنِ - أَوْ تَمْلَأُ - مَا بَيْنَ السَّمَاوَاتِ وَالْأَرْضِ، وَالصَّلَاةُ نُورٌ، وَالصَّدَقَةُ بُرْهَانٌ وَالصَّبْرُ ضِيَاءٌ، وَالْقُرْآنُ حُجَّةٌ لَكَ أَوْ عَلَيْكَ، كُلُّ النَّاسِ يَغْدُو فَبَايِعٌ نَفْسَهُ فَمُعْتِقُهَا أَوْ مُوبِقُهَا[i] 

Cleanliness is half of faith and ‘Al-Hamdu Lillah (Praise be to Allah)’ fills the scale, and ‘Subhan Allah (Glory be to Allah) and Al-Hamdu Lillah (Praise be to Allah)’ fill up what is between the heavens and the earth, and prayer is a light, and charity is proof (of one's faith) and patience is a brightness and the Qur'an is a proof on your behalf or against you. All men go out early in the morning and sell themselves, thereby setting themselves free or destroying themselves. (Muslim: 223)

The purpose of providing water facility in the toilets is to cleanse oneself. The pressure in some pipes causes the water to splash with impurities. That defeats the purpose of providing the water facility. Unfortunately, there is nothing much we can do to correct this. However, wherever one gets the opportunity to voice his opinion in regards to this issue, he should do so.

It is also advisable to carry a water jug and fill water in the jug to cleanse oneself.[ii] That will avoid the splashing of water and the spreading of impurities.

وأما طريق التطهير بالغسل فلا خلاف في أن النجس يطهر بالغسل في الماء الجاري، وكذا يطهر بالغسل بصب الماء عليه
