Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

It is not necessary to slaughter an animal before casting the concrete for the footings of a building. This practice has no basis in shari‘a. It is incorrect to do so believing it to be necessary.[1]
