Answer

In the name of Allah, Most Gracious, Most Merciful

1.    if he has money in the bank on which he earns interest, in all probability, he won’t be classified as poor. However, if he is genuinely poor and someone else gives him Haraam money, he may utilize it to pay his taxes.
2.    If he has savings, he should liquidate part of it and use it to pay his expenses. Haraam money cannot be utilized for these expenses. However, if the profit is Halaal and not classified as interest, one may utilize this income.
